Case Description

In the Moscow region in early September 2025, a local resident, a native of Ukraine, Vladimir Prokopenko, was detained. He was taken to the Main Directorate of the Ministry of Internal Affairs of Russia for the Naro-Fominsk urban district of the Moscow region, where a protocol on an administrative offense was drawn up against him under the article on petty hooliganism. According to police reports, the man, being in a public place, used crude obscene language. On September 5, 2025, the judge of the Narofominsk City Court of the Moscow Oblast, Albina Pakhomova, sentenced Prokopenko to 15 days of administrative arrest. After serving his sentence, the man was detained again. He was taken to Krasnogorsk, where a second protocol on an administrative offense under the article on petty hooliganism was falsified against him. According to police, Prokopenko swore obscenely in a public place, tried to provoke a scandal with his acquaintance, behaved aggressively, and did not respond to remarks from those around him. On September 22, 2025, Judge Svetlana Zaretskaya of the Krasnogorsk City Court of the Moscow Region sentenced Prokopenko to an additional 14 days of administrative arrest. On November 5, after leaving the temporary detention facility, Prokopenko was again kidnapped by security forces and taken to Serpukhov. The seventh protocol on petty hooliganism against Prokopenko was drawn up in the city of Troitsk at the police department serving the GU 'Migration Center': on December 18, 2025, Judge Roman Zaitsev of the Troitsk District Court agreed with the police reports and sentenced Prokopenko to 15 days. On January 2, 2025, after being released from the temporary detention facility, Prokopenko was taken to the OVD of Russia for the Dorogomilovsky district of Moscow, where the eighth protocol on petty hooliganism was falsified: according to the police, Prokopenko used obscene language in a public place on January 1. On January 2, 2026, Judge Evgenia Gorokhova of the Dorogomilovsky District Court of Moscow sentenced Prokopenko to 15 days of administrative arrest. After serving his sentence, the man was detained in connection with a criminal case - he was accused of treason. The details of the charges are unknown. On January 20, 2026, the Meshchansky District Court of Moscow granted the prosecution's motion and placed the defendant in a remand prison.
