Case Description
In May 2023, in Mineralnye Vody, Stavropol Krai, the FSB Directorate for Stavropol Krai detained 47-year-old local resident Vladimir Isupov. According to the FSB, during a search of his garage, an incendiary mixture was found. According to the security forces, Isupov, on July 1, 2022, while in the Stavropol Territory, recorded an audio message reciting the text of an oath of voluntary entry into the banned extremist organization Right Sector and sent it to a member of the banned organization. Then the man independently purchased everything necessary to make a Molotov cocktail. The suspect rented a garage where he planned to prepare for the arson of the military enlistment office and the building of the administration in Mineralnye Vody. A criminal case was opened against the man for participating in an extremist organization and preparing a terrorist attack. He was sent to a pre-trial detention center. February 21, 2024, the Southern District Military Court found Vladimir Isupov guilty and sentenced him to 5 years in a strict regime penal colony, with the first 2 years to be served in prison. The verdict was not appealed and entered into legal force.
