Case Description
At 2:00 a.m. on June 8, 2025, Vladimir Goy, a 47-year-old resident of Khimki, Moscow Region, and a native of Ukraine, was detained in Moscow. A report was drawn up against him for petty hooliganism. According to police reports, the man, while in a public place, swore obscenely, behaved "provocatively," waved his arms, and did not respond to demands to cease his hooliganism. On June 9, 2025, Judge Mikhail Maksimov of the Nikulinsky District Court of Moscow sentenced Goy to 13 days of administrative arrest. After serving his sentence, at approximately 4:00 a.m. on June 21, 2025, the man was again detained and another report for petty hooliganism was drawn up against him. According to police, Goy loudly swore, harassed passersby, and, after the arrival of police officers, insulted a police officer and attempted to provoke a conflict. On June 23, 2025, Judge Alisher Larin of the Gagarinsky District Court of Moscow sentenced Goya to 15 days of administrative arrest. After serving his sentence, on July 7, 2025, around 6:00 AM, Goya was arrested again. He was taken to Odintsovo in the Moscow Region, where a third petty hooliganism charge was falsified. According to police, the man had been loudly swearing and harassing others in a public place. On July 8, 2025, Judge Yulia Goncharova of the Odintsovo City Court of the Moscow Region sentenced him to 14 days of administrative arrest. On July 21, 2025, Goya was arrested again, around 12:00 PM, at the Zvenigorod Police Department in the Odintsovo Urban District. According to police reports, he was loudly swearing in the presence of citizens and did not respond to demands to cease his unlawful actions. On July 22, 2025, Odintsovo City Court Judge Zosya Dukhnovskaya sentenced him to 15 days of administrative arrest. After serving his sentence, on August 5, 2025, at approximately 4:00 PM, Goy was detained allegedly in the courtyard of a residential building in Moscow, where, according to police, he was loudly cursing in the street. A report of petty hooliganism was again filed against him. On August 6, 2025, Moscow Ostankino District Court Judge Svetlana Yakovleva sentenced him to 15 days of arrest. On August 20, 2025, at approximately 7:45 PM, Goy was detained as he was leaving a special detention facility and taken to the police station, where a sixth report of petty hooliganism was filed. According to the case materials, the man disturbed public order, loudly swore, and failed to comply with police orders. On August 21, 2025, Judge Olga Ashurova of the Perovsky District Court of Moscow sentenced him to another 15 days of administrative arrest. On September 4, 2025, Goy was again detained upon leaving a special detention center. He was taken to Sergiev Posad in the Moscow Region, where a seventh petty hooliganism report was falsified against him. According to police, he was loudly cursing and ignoring comments from citizens while in a public place. On September 5, 2025, Judge Evgeniya Stepanova of the Sergiev Posad City Court of the Moscow Region sentenced him to another 15 days of administrative arrest. After serving his arrest, on September 19, 2025, around midday, Goy was detained and taken to Korolev in the Moscow Region, where an eighth petty hooliganism report was drawn up. According to police, he used obscene language and disturbed passersby. On September 22, 2025, Judge Yevgeny Klimanov of the Korolev City Court of the Moscow Region sentenced Goya to 10 days of arrest. After serving his sentence, on October 1, 2025, at 3:20 PM, Goya was again detained and taken to Moscow, where a ninth report on petty hooliganism was drawn up for allegedly swearing in a public place. On October 2, 2025, Judge Oksana Badova of the Chertanovsky District Court of Moscow sentenced him to 15 days of administrative arrest. On October 16, 2025, a ninth report on petty hooliganism was drawn up against Goya: according to police, he allegedly used loud language, shouted, and failed to comply with orders from officers to stop disrupting the peace in the courtyard of a residential building on a playground. On October 17, 2025, Judge Marina Arsenyeva of the Savelovsky District Court of Moscow sentenced him to 15 days of arrest. On October 31, 2025, Goya was detained for the eleventh time. Another charge of petty hooliganism was falsified: around 7:00 PM, allegedly in the sales area of the Perekrestok store, he "behaved aggressively, used obscene language, and did not respond to citizens' demands to stop disturbing the peace." On November 1, 2025, Judge Lilia Altynnikova of the Lefortovo District Court of Moscow sentenced him to 15 days of administrative arrest. After serving this sentence, Goya was arrested on charges of treason. The details of the charges are unknown. On November 19, 2025, the Meshchansky District Court of Moscow ordered pretrial detention for the defendant.
