Case Description
On December 12, 2022, in the city of Skadovsk in the occupied Kherson region, an explosion occurred near the home of Vitaly Bulyuk, who was acting as the First Deputy Chairman of the Council of Ministers - Head of the Government of the Military-Civilian Occupation Administration of the Kherson Region for Finance and Economics. As a result, Bulyuk received mine-explosive injuries, and his driver was killed. No later than December 21, 2022, 6 people were detained on charges of an explosion. Two of them - Ukrainian citizens, 32-year-old entrepreneur Vitaly Skakun and 39-year-old biology teacher Yuri Domanchuk - were accused of committing a terrorist act resulting in death and illegal possession of weapons and explosives." According to the Russian investigation, Skakun and Domanchuk, under the guidance of SBU officer Pavel Savitsky, who was on Ukrainian territory, illegally acquired explosives, Makarov pistols, and ammunition for them. Investigators claim that the men planted a bomb at Vitaly Bulyuk's house and detonated it remotely. Investigators separated the criminal case against Pavel Savitsky, deputy head of one of the territorial SBU of Ukraine, colonel, into a separate production. He was also accused of committing a terrorist act resulting in death and illegal possession of weapons, ammunition, and explosives. According to the security forces, Savitsky, being on the territory of Ukraine, carried out general leadership of the group's activities, its financing, illegal arming and organization." 4. On July 6, 2023, the Southern Military District Court found Vitaly Skakun and Yuriy Domanchuk guilty and sentenced them to 24 and 23 years of imprisonment, respectively, with the first 4 years to be served in prison and the remainder in a strict regime correctional colony. The court also imposed a fine of 500 thousand on them. rubles. On October 6, 2025, the Southern District Military Court found Pavel Savitsky guilty in absentia and sentenced him to life imprisonment, with the first 8 years to be served in prison, the remainder of the sentence in a strict regime penal colony, and also to a fine of 600 thousand. rubles. Savitsky was put on international wanted list, and a measure of restraint in the form of detention was chosen against him in absentia.
