Case Description
4 September 2024, Vitaly Revin, a 45-year-old local resident, native of Chernihiv region, was detained in Kursk. A criminal case was initiated against him on charges of financing terrorist activities. According to the investigation, Revin contacted a relative who is a member of the Azov regiment and offered him an anti-aircraft spotlight for detecting Russian drones over Kyiv, which he himself designed. In September 2023, Revin sent the spotlight to Kyiv via mail to a representative of the volunteer movement "Grokhit," after which the spotlight was passed to Revin's relative for use in one of the Ukrainian military units. Later, Revin consulted his relative on assembling similar spotlights, purchased components from China at his own expense, and organized their delivery. As a result, at least 40 spotlights were assembled and supplied to the armed formations of Ukraine. In addition, in 2024, Revin developed a means of radio electronic warfare and passed information about its assembly to his relative. The court sent the man to a remand prison. On 5 December 2025, the 2nd Western District Military Court found Vitaly Revin guilty and sentenced him to 24 years of imprisonment, with the first 6 years to be served in prison, and the remaining part in a strict regime penal colony, with a fine of 600 thousand rubles.
