Case Description
On May 2, 2022, in Moscow, 43-year-old local resident Vitaly Kol'tsov, father of three children, threw two Molotov cocktails at two police prisoner transport vehicles parked on Revolution Square. A bottle with a flammable mixture bounced off one of the vans, while the second one caught fire. Fire in the prisoner transport vehicle was extinguished after one and a half minutes, and Kol'tsova was detained. A criminal case was initiated against the man for attempted murder of law enforcement officers. The court placed him in a pre-trial detention center. Later, an explosives examination was conducted, which showed that Koltzov's actions could not have led to the death of the Rosgvardia employees, even those who might have been inside the buses. The expert indicated that Kol'tsov threw both bottles into the corners of the bus opposite the diesel tank, so there was no threat of an explosion. Silkov himself explained his actions by saying that he wanted to commit a "symbolic arson as a sign of protest, not planning to harm anyone, but the investigation insisted that Kol'tsov's goal was precisely an attempt on the lives of security forces. June 6, 2023, the jury of the Moscow City Court found Vitaly Koltsov guilty of intentionally setting fire to police vans, but refused to find him guilty of attempting to kill 12 Rosgvardia soldiers. At the same time, most of the jurors believed that the man deserved leniency. June 14, 2023, the Moscow City Court sentenced Vitaly Koltsov to 6 years in a general regime colony. The verdict was not appealed and entered into legal force. On September 11, 2025, the Rasskazovsky District Court of the Tambov Region granted the defense's motion and replaced Koltsova's unserved portion of the sentence with compulsory labor with a 20% deduction from her wages for the state's benefit.
