Case Description
On December 9, 2014, Viktor Shur, a native of the Chernihiv region of Ukraine, was detained in the Bryansk region. According to the security forces, Shur received an assignment from the State Border Service of Ukraine to photograph a military facility in Russia and received photographic equipment for this purpose. To complete the assignment, Shur crossed the border between Russia and Ukraine by car through the MAP (multilateral automobile checkpoint) "Novye Yurkovichi", arrived at military unit 41101-3 in Klintsovsky district of Bryansk region and "collected information constituting a state secret regarding military unit 41101-3, i.e. committed treason in the form of espionage" (took several photographs of a military airfield), after which he was detained by FSB officers at the "Novye Yurkovichi" checkpoint. The court sent Shura to a pre-trial detention center for the duration of the investigation. Chura's daughter stated that her father confessed under torture. On October 7, 2015, a panel of judges of the Bryansk Regional Court chaired by Judge Yevgeny Bykov found Viktor Shura guilty and sentenced him to 12 years in a strict regime colony. The verdict was not appealed and entered into legal force.
