Case Description
The Investigative Committee of Russia opened a criminal case against Ukrainian citizen Viktor Rybalka, commander of the 91st Separate Support Regiment of the Ground Forces of the Armed Forces of Ukraine, no later than July 2023." He was accused of committing terrorist acts by a group of persons by prior conspiracy, resulting in the death of a person and other grave consequences. According to the Russian investigation, from February to July 2023, on Rybalkin's orders, his subordinates repeatedly mined the area near several settlements in the Belgorod and Bryansk regions. On the planted explosive devices, two military vehicles and several servicemen were blown up, who received injuries, including fatal ones. The defendant in the case was placed on the international wanted list, and the court issued a detention order against him in absentia. It is unknown when and which court made this decision. On September 15, 2025, the 2nd Western District Military Court in absentia found Viktor Rybalka guilty and sentenced him to life imprisonment, with the first 10 years to be served in prison, and the remaining part of the sentence in a strict regime penal colony. The verdict was not appealed and entered into legal force.
