Case Description
In Nizhny Tagil in October 2022, a 60-year-old janitor, a native of Ukraine, Viktor Rastorguev, was detained. He was accused of illegally manufacturing explosives and preparing to commit a terrorist act. According to law enforcement, he attempted to set fire to a military enlistment office on Bazhova Street in Nizhny Tagil, as well as to attack the military industrial enterprise Uralvagonzavod and other targets with homemade rockets. The court sent Rastorguev to a pre-trial detention center for the duration of the investigation. On December 20, 2023, the Central Military District Court found Viktor Rastorguev guilty and sentenced him to 8 years of imprisonment and 1 year of restricted freedom after release, as well as a fine of 300 thousand rubles. He will spend the first three years in prison, the remaining years in a strict regime colony. On May 14, 2024, the Appellate Military Court toughened the sentence: it added 5 years to the term, for a total of 13 years in a strict regime, the first 3 years in prison, the remaining in a strict regime colony.
