Case Description
On October 4, 2023, Vasily Votanovsky, a 35-year-old resident of the Chelyabinsk Region, was detained in the city of Rubtsovsk in the Altai Krai. He was charged with planning a terrorist attack, participating in the activities of a terrorist organization, undergoing training for the purpose of carrying out terrorist activities, and the illegal trafficking and manufacture of explosives.
According to investigators, Votanovsky, an opponent of the “special military operation,” left Russian territory on September 28, 2022. After arriving in Kyrgyzstan, he contacted the “Legion of Freedom of Russia,” swore allegiance to the organization in a video, and allegedly received instructional materials from a handler containing information on means and methods of disguise, as well as on the manufacture of homemade explosives. A year later, on a mission from the “Legion of Freedom of Russia,” Votanovsky traveled to Altai to conduct reconnaissance at a local factory and blow up the Rubtsovsk City Hall; he acquired the necessary components and manufactured an explosive, but he was detained by FSB officers. It is alleged that during a search of the apartment Votanovsky had rented, bomb components and explosives were seized.
The suspect was remanded in custody pending the investigation.
Later, the charges against the man were escalated—he was charged with treason, participation in the activities of a terrorist organization, preparation for a terrorist act, undergoing training for the purpose of carrying out terrorist and sabotage activities, as well as the illegal manufacture and trafficking of explosives or explosive devices.
On September 23, 2024, the 2nd Eastern District Military Court found Votanovsky guilty and sentenced him to 21 years’ imprisonment, with the first 4 years to be served in prison, with the remainder of the sentence to be served in a maximum-security penal colony, along with a fine of 300,000 rubles and a 2-year restriction of liberty.
On February 5, 2025, the Military Court of Appeals upheld the sentence.
