Case Description
On June 29, 2022, in the occupied Kherson, Russian security forces kidnapped a 39-year-old local resident, Ukrainian citizen Andrey Seryozhenko, from his home. 2 September of the same year he was taken away in an unknown direction. It later became known that a criminal case was opened against the Ukrainian for illegal circulation of explosives and explosive devices and for a terrorist act committed by a group of persons by prior conspiracy, which resulted in the death of a person and other grave consequences. According to the Russian investigation, on June 18, 2022, Serozhenko and an accomplice "on the instructions of the GUR of Ukraine participated in the organization of the explosion of the car of the head of the FSIN in the Kherson region, Evgeny Sobolev. As a result of the explosion, the victim suffered serious harm to his health, and other citizens were also threatened with death. During the interrogation, Seredzhenko said that his acquaintance Vasily Biblenko approached him and informed him about the assignment - to eliminate the official. Devices were planted at the exit from the yard under a tree and activated when Sobolev was leaving in his car. Biblenko received a shrapnel wound to his leg and had to seek medical help from a former obstetrician-gynecologist. Third accomplice in the bombing was Oleg Pronko. He allegedly reconnoitered the situation - walked around, examined, took several photographs and sent them to his curator with the pseudonym 'Jason Hard'. It is claimed that after the assassination attempt, Biblenko managed to leave by car together with a female employee of the Ukrainian police in the direction of the territory of the Zaporizhzhia region controlled by Kyiv. no later than July 6, 2022, he was detained. Later, the charges against the defendants in the case were reclassified as an act of international terrorism. On May 13, 2025, the Southern District Military Court found Andrey Serozhenko guilty and sentenced him to 17 years in a strict regime penal colony, with the first 2 years to be served in prison, and a fine of 300 thousand. rubles.
