Case Description
On March 25, 2023, a 41-year-old local resident, Ukrainian citizen Vadim Panakhov, was detained in the occupied city of Skadovsk in the Kherson region. He was accused of espionage. According to the investigation, Panakhov, who was opposed to the "special military operation," voluntarily collected and transmitted information about the movements and deployment locations of personnel and military equipment of the Russian Armed Forces to representatives of Ukrainian intelligence through the Telegram messenger from September to November 2022. He was aware that this information could be used to strike Russian military targets. During the investigation, the defendant was sent to a pre-trial detention center. On March 6, 2025, the Kherson Regional Court found Vadim Panakhov guilty and sentenced him to 11 years and 6 months of imprisonment to be served in a strict regime penal colony. The verdict was not appealed and entered into legal force.
