Case Description
In Murmansk in May 2023, 19-year-old local resident Shamil Aliev-Gasanov was detained. According to the FSB, on the night of May 14, the young man set fire to the military enlistment office and then fled. The office of the head of the social security center was damaged. According to the Ministry of Emergency Situations, more than 100 square meters of the building burned. During interrogation, Shamil allegedly said that an unknown person on social media forced him to commit the arson by blackmailing and threatening physical violence. Aliev-Gasanov was charged with committing a "terrorist act" "by a group of persons." On November 29, 2023, the 2nd Western District Military Court found Shamil Aliev-Gasanov guilty and sentenced him to 13 years of imprisonment in a strict regime colony with the first 4 years in prison and 1.5 years of restricted freedom. On February 21, 2024, the Appellate Military Court removed from the sentence the qualifying elements of committing the crime "by a group of persons by prior conspiracy" and "occurrence of other grave consequences, leaving the sentence unchanged.
