Case Description
August 30, 2024, in Kursk, security forces broke into the home of 60-year-old local resident Sergey Chuykov for a search. During the "search", he was beaten and demanded to provide the password to his phone. After the search, security forces blindfolded the man and took him to an unknown building. According to Chuykov, he was tortured there—beaten and subjected to electric shocks through handcuffs. His body bore traces of torture and yellowed patches of skin. During the torture, Chuykov was shown comments in Telegram that said that Ukraine's victory would free the country from fascism. In addition, he was shown an Instagram post: a photo of the Russian flag peeling off like a sticker, and behind it the Ukrainian flag appears with the caption 'your Kursk has peeled off'." 4. The man was required to confess that he was connected to the Ukrainian army and was the head of a certain underground cell. That evening, Chuykov was taken to the police department in the Northwestern district of the city, where a protocol on an administrative offense under the article on disobedience to the police was fabricated against him. According to the report, Chuikov "disobeyed the lawful demands of police officers during a counter-terrorism operation in the area, namely, he refused to provide his mobile device for inspection when requested by police officers, thereby preventing the inspection and documentation of evidence of serious crimes of which he is suspected. The next day, on August 31, Chuykova was brought to the Leninsky District Court of Kursk, but Judge Vadim Mityushkin did not consider the protocol and returned it to the police department. Chuykova was brought to court again the next day, on September 1, this time before a different judge — Kristina Kostina, who issued a ruling imposing a fine of 2.5 thousand on Chuykova. rubles, after which the man was able to leave. The court's ruling on the imposition of punishment states that Chuykov is a suspect under articles on repeated discrediting of the army and justification of terrorism. It is unknown what became the reason for the criminal prosecution. Earlier, in February 2022, Chuykov was held accountable for publications calling on residents of Kursk to participate in anti-war protests. Chuykov was able to leave Russia. According to him, after being tortured with electric shocks, he began experiencing memory lapses.
