Case Description

In Yekaterinburg, in the night of February 25, 2023, in an underground passage on Kosmonavtov Avenue, security guards of the OKB "Novator" detained 19-year-old student Erik Mangasarov. It is claimed that he used a spray can to paint offensive inscriptions on the walls of the underpass directed at the employees of the enterprise. OKB 'Novator' is engaged in the development of rocket technology, including cruise missiles. Since 2017, the design bureau has been under US sanctions, and since March 15, 2022, it has been included in the EU sanctions list. During a search of the student's dormitory room, pro-Ukrainian leaflets and parts of a homemade explosive device he was assembling were found, and later they identified his 'curator' - another student, 18-year-old Semyon Konkvin, who allegedly led the 'operation.' A criminal case was opened against Mangasarov for preparing a terrorist attack, illegal storage and manufacture of an explosive device. Later, he was additionally charged with receiving training to carry out terrorist activities. Konkina was accused of aiding terrorist activities. The Verkh-Isetsky District Court of Yekaterinburg sent both students to a pre-trial detention center. Later, Konkin's charges were reclassified under the article on failing to report preparation for a terrorist attack, and he was released from custody." "On April 11, 2024, the Central Military Court found Erik Mangasarov guilty, but the punishment imposed on him is unknown. On June 10, 2024, the Central Military District Court found Semyon Konkin guilty, the sentence is also unknown. The verdict was not appealed and entered into legal force.
