Case Description
In the Kabardino-Balkarian Republic, at the end of September 2022, the FSB reported preventing a terrorist attack near a railway bridge over the canal named after. V. I. Lenin in the area of the stanitsa Soldatskaya of the Prokhladnensky district. According to law enforcement officials, on the afternoon of September 29, employees of the Main Directorate of the Ministry of Internal Affairs for the North Caucasian Federal District, together with employees of the National Guard, during search and investigative activities while inspecting a forest area near the railway track, discovered 66-year-old Yusup Kudayev and 26-year-old Askar Karmokov, who were installing an explosive device under the railway track. During the attempted detention, they allegedly offered armed resistance and were liquidated in return fire. An explosive device, an assault rifle, a pistol, and ammunition were found at the crime scene, and components and tools for making explosive devices were seized from the residence of one of the defendants. A criminal case was opened against the residents of Kabardino-Balkaria for illegal possession of weapons and ammunition and an attempt on the life of a law enforcement officer. On October 1, 2022, a 39-year-old resident of Tyrnyauz was detained on charges of involvement in a group that was preparing sabotage on the railway near the village of Soldatskaya. He was accused of attempted sabotage as part of a group of individuals by prior agreement. The basis of Osmanov's case is correspondence in Viber and the testimony of two classified witnesses, one of whom later retracted his testimony. Osmanov claims that the phone containing the correspondence was planted on him during the search. On September 14, 2023, the Supreme Court of the Kabardino-Balkarian Republic found Salikh Osmanov guilty and sentenced him to 9 years in a strict regime colony. On September 9, 2024, the Third Appellate Military Court changed the verdict, details are unknown.
