Case Description
On September 28, 2024, in Moscow, the Preobrazhenskoye District Court of the Investigative Committee of Russia for Moscow initiated a criminal case on calls for terrorism against a local 47-year-old resident, native of Chechnya, Ruslan Yusupov. The initial reason for Yusupov's criminal prosecution was his repost of a video with the Taliban on his VKontakte page. Later, the charge was expanded to include an Arabic text of the shahada (the first of the five pillars of Islam, combining its two main principles - the confession of monotheism and the recognition of Muhammad's prophetic mission), which the man placed on the rear window of his car. The investigators seized the car as evidence. On September 4, 2024, a search was conducted at Yusupov's place, and on that day he was charged. Before the election of a measure of restraint, he was placed in a temporary detention facility. On September 5, 2024, the Preobrazhensky District Court of Moscow placed a man in custody. On July 1, 2025, the 2nd Western District Military Court found Ruslan Yusupov guilty and sentenced him to 3 years in a general regime penal colony. December 10, 2025, the Appellate Military Court left the sentence unchanged.
