On the night of October 27, 2023, in the village of Ilinsko-Podomskoye, Arkhangelsk Oblast, 26-year-old local resident Ruslan Gubkin was detained near the military enlistment office. The young man was charged with petty hooliganism: he allegedly entered the territory of the military enlistment office, touched the building with his hand, and responded with obscene language to police officers' demands to stop. The next day, on October 28, Judge Inga Zamyatina of the Vilegodsky District Court of the Arkhangelsk Region arrested Gubkin for 7 days. On November 2, upon leaving the temporary detention facility in Gubkin, he was detained again, and again Judge Zamatina sentenced him to 7 days of administrative arrest under the article on inciting hatred or enmity." "According to the court's ruling, on October 23, 2023, Gubkin posted a record on VKontakte, the content of which was aimed at humiliating the dignity of groups of persons based on nationality (Ukrainians, Russians, Tatars, Jews), attitude to religion (practicing Islam), as well as inciting hatred towards representatives of the specified nationalities. On November 4, a search was conducted at Gubkin's home. On November 6, after the second administrative arrest, the Koryazhma City Court of the Arkhangelsk Region sent Ruslan to a pre-trial detention center. A criminal case was initiated against him for calls to activities that violate the security of the Russian Federation. According to the security forces' version, he called for setting fire to the military enlistment office in a Telegram chat. On March 15, 2024, the Vilegodsky District Court of the Arkhangelsk Region found Ruslan Gubkin guilty and sentenced him to three years in a general regime colony. On May 20, 2024, the Arkhangelsk Regional Court left the sentence unchanged.
