Case Description
In the village of Zimovniki, Rostov region, on September 26 around 3 a.m., an unknown person approached the building of the administration of the Zimovniki district of the Rostov region and threw a canister of gasoline through the window of the office of the head of the construction and improvement department. The capital construction office with all documents burned down completely. On the same day, a 37-year-old anarchist, Roman Shvedov, was detained on charges of arson. First, he was fined two thousand rubles for "disobeying the police, and then a criminal case was opened against him under the article on "willful destruction of other people's property, but later it was reclassified to a more serious article - "terrorist act, resulting in "grave consequences. According to the FSB's version, Shvedov did this "in order to destabilize the activities of government bodies, influence their decision-making, as well as "expressing protest" against the war in Ukraine and mobilization. The district administration participated in mobilization activities, and the head of the district administration headed the draft commission. The court sent the anarchist to the detention center. On December 18, 2024, the Southern District Military Court found Roman Shvedov guilty and sentenced him to 16 years in a strict regime colony. For the first 4 years of his sentence, Shvedov must spend time in prison. He was also sentenced to 1.5 years of restriction of liberty. On the same day, five hours after the verdict was handed down, Shvedov was found dead in a solitary cell of the pre-trial detention center in Rostov-on-Don. The causes of death are not being named. September 30, 2025, the Appellate Military Court left the sentence unchanged.
