Case Description
In Barnaul in 2022, a criminal case was opened for calls for terrorism against 31-year-old activist Roman Shklover. The exact reason for initiating the criminal case is unknown. In 2022, the activist was three times brought to administrative responsibility under the case of an administrative offense under the article on "incitement to hatred or enmity. The reason for this was graffiti and videos insulting police officers, as well as a video where they found "a statement of superiority of a Caucasian woman over a typical Russian woman in terms of lifestyle characteristics. Shklover left Russia. No later than September 16, 2024, he was put on the wanted list and placed under house arrest in absentia. On October 21, 2024, at approximately 11:20 a.m., Shklover was detained by local criminal investigation officers on Republic Square in Yerevan and taken to the Metro Security Department named after him. Karen Demirchyan. The activist told acquaintances that Yerevan police officers had arranged a meeting with him in the city center by phone, and when he arrived, they detained him. On October 22, 2024, the activist was released from custody. In February 2025, employees of the Russian FSB tried to forcibly take the activist to Russia. Shklover refused and remained in Armenia, having since been in a state of legal uncertainty. 8 July 2025, while attempting to fly to a third country to request international protection, Shklover was stopped at the border and informed that departure was impossible due to an interstate search and extradition request to Russia.
