Case Description
On the evening of March 21, 2024, a 41-year-old local resident, Roman Mayorov, was detained in the city of Shchelkovo, Moscow Oblast. Police officers drew up a report on an administrative offense against him under the article on petty hooliganism. The next day, on March 22, the Shchelkovo City Court sent Mayorov under administrative arrest for 15 days. On April 5, after the expiration of the administrative arrest period, the man was taken from the detention center and taken to the Main Directorate of the Ministry of Internal Affairs of Russia for the city district. of the city of Istra, Moscow Region, where a protocol on an administrative offense under the article on petty hooliganism was again falsified against him. On April 8, Irina Kukushkina, a judge of the Istra City Court of the Moscow Region, arrested Mayorov for another 15 days. On April 20, Mayorov was taken to the city of Pushkino, where a third protocol for petty hooliganism was drawn up against him—the police indicated that Mayorov, around two o'clock in the afternoon, while near house 2 on ul. On the street of Lermontov in the city of Krasnoarmeysk, Pushkin urban district of the Moscow region, where the 'Alexander Nevsky Church' is located nearby, he 'loudly shouted, used crude obscene language, did not respond to remarks from passersby, behaved provocatively and aggressively, waved his arms, tried to provoke a fight, thereby violating public order and expressing clear disrespect for society.' On April 23, 2024, Judge Oksana Zhukova of the Pushkinsky City Court of the Moscow Region sent Mayorov to administrative arrest for another 15 days. On May 8, 2024, Mayorov allegedly disobeyed a lawful order from a police officer in the Moscow suburb of Lyubertsy, which led Judge Marina Popova of the Lyubertsy City Court of the Moscow Region to again arrest Mayorov for 15 days. On May 23, after serving his arrest, Mayorov ended up in Balashikha, where around nine o'clock in the evening he again swore obscenities in a public place, because of which the next day, May 24, the judge of the Balashikha City Court of the Moscow Region Dmitry Lebedev sent Mayorov under administrative arrest for another 15 days. On May 28, 2024, a criminal case was opened against Roman Mayorov for confidential cooperation to the detriment of the Russian Federation. According to the investigation, from December 2023 to January 31, 2024, Mayorov corresponded on WhatsApp with an agent of the Main Intelligence Directorate of Ukraine, Dmitry Karpenko, and allegedly received instructions from him. According to Mayorov himself, this concerns Ukrainian blogger Dmytro Karpuk, who publishes interviews with Russian prisoners on his YouTube channel. On May 29, 2024, the Meshchansky District Court of Moscow sent the man into custody. On April 7, 2025, the Moscow Oblast Court found Roman Mayorov guilty and sentenced him to 4 years and 10 months in a general regime penal colony. August 18, 2025, the First Appellate Court of General Jurisdiction left the sentence unchanged.
