Case Description
In December 2024, a criminal case was initiated in absentia against US citizen Ryan O'Leary in the Kursk region on charges of mercenarism and committing a terrorist act. According to the Russian investigation, O'Leary personally took part in an armed conflict as a mercenary on the territory of the Russian Federation." In August 2024, O'Leary, armed with automatic and large-caliber firearms, using explosive devices and military equipment, crossed the state border of the Russian Federation and invaded the territory of the Kursk region. Furthermore, in order to intimidate the population, cause significant property damage, and destabilize the activities of government bodies, O'Leary allegedly committed crimes against the civilian population. A man was put on the wanted list.
