Case Description

In the Republic of Bashkortostan, near the entrance to the village of Karmaskaly in the evening of November 7, 2020, police officers with the support of special forces detained several dozen local residents. According to eyewitnesses, the detentions were very harsh - the fighters broke the windows of cars, pulled everyone out indiscriminately, put them face down on the asphalt, and beat them with batons on the kidneys. Among those detained were members of the previously recognized extremist national organization "Bashkort" and defenders of the Shikhana Kush-Tau. The detainees were taken to the Karmaskalinsky OVD, where the beatings continued. Some men had broken bones after that, and some were taken away from the police station by ambulance. The next day, most of the detainees were given administrative arrests of ten to fifteen days. Two months later, on January 13, 2021, activists who participated in the defense of Kush-Tau were detained: Rail Abkadyrov, Rustam Amanov, Il'nur Kinisarov, and Marat Sharafutdinov. They were accused of preparing to commit hooliganism motivated by national hatred, committed by a group of persons by prior conspiracy. Additionally, Rail Abkadirov was charged with illegal possession of explosives, Ilnur Kinisaov with illegal possession of firearms, and Marat Sharafutdinov with participation in the activities of an extremist organization. According to the investigation, the defendants, considered leaders of the "Bashkort" movement in the region, in November 2020 organized a gathering of supporters in the village of Karmaskaly to participate in a mass brawl with representatives of the Armenian diaspora due to a monetary conflict. Prosecution claimed that the activists planned an intimidation action and acquired weapons and balaclavas, but the crime was thwarted by police and special forces when detaining a column of cars. The activists themselves stated that the case is a provocation by law enforcement officers, and the weapons were planted during searches in revenge for actively defending the Shihan Kush-Tau. Raikha Abkadirova, Rustam Amanov, and Il'nur Kinissarov were sent by the court to a pre-trial detention center, then in September 2021 they were transferred to house arrest, and by the time the verdict was announced, the measure of restraint was changed to a written undertaking not to leave. On January 10, 2023, the Karmaskalinsky Interdistrict Court of the Republic of Bashkortostan found Rail Abkadirov, Rustam Amanov and Il'nur Kinisarov guilty and sentenced Abkadirov to 7 years in prison with a fine of 30 thousand rubles. rubles, Amannova was sentenced to 3 years of imprisonment conditionally, and Kinisarov was sentenced to 3 years and 2 months of imprisonment conditionally. On April 12, 2023, the Supreme Court of the Republic of Bashkortostan changed the verdict: it mitigated the punishment for Abkadirov to 3.5 years of imprisonment conditionally, for Kinisarov — to 3 years and 1 month of imprisonment conditionally, the verdict for Rustam Amanov was left unchanged by the court. On January 30, 2026, the Karmaskalinsky Interdistrict Court found Marat Sharafutdinov guilty and sentenced him to 3 years and 3 months in a general regime colony. Taking into account the SIZO and house arrest, the man was released from custody in the courtroom.
