Case Description
In Naberezhnye Chelny, Republic of Tatarstan, at the end of April 2024, a criminal case was opened for justifying terrorism against Tatar human rights activist, chairman of the Naberezhnye Chelny branch of the Tatar Public Center Rafis Kashapov. The reason for the criminal prosecution was one of the interviews with the human rights defender, in which he spoke about the strike by a UAV on a dormitory in the Alabuga SEZ." According to law enforcement, in his interview with Kashapov, he "justified terrorist actions and also recognized such practice as correct." 1. In June 2024, it became known about the second criminal case against Kashapov - for repeated violation of the law on "foreign agents, in particular, due to the lack of labeling of messages. Earlier, Rafis Kashapov had been twice brought to administrative responsibility. Earlier, Kashapov was brought to criminal responsibility under extremist articles. In May 2018, he left for Kyiv, and then to Great Britain, where he received political asylum. In Naberezhnye Chelny, Republic of Tatarstan, on December 28, 2014, a search was conducted at the home of Rafis Kashapov, chairman of the Naberezhnye Chelny branch of the Tatar Public Center. He was accused of inciting hatred or enmity on the basis of nationality. The reason for the criminal prosecution was four posts on the social network VKontakte. According to the investigation, the accused incited hatred towards the "category 'They/Aggressor' ("the new unrecognized authorities of the peninsula, Russian punishers, Vladimir Putin, Russia, Russians, Russians"), distinguished by a mixed sign.... After the search of Kashapov, he was taken to Kazan, where on December 29, the Sovetsky District Court of the city granted the prosecution's motion for arrest. On March 17, 2015, Kashapov announced a hunger strike in protest against the violation of the rights of Muslims in the pre-trial detention center." "Episodic charges were added to Kashapov's case in July 2015 due to three posts on VKontakte titled "Crimea and Ukraine will be free from occupiers, Yesterday - Hitler and Danzig, today - Putin and Donetsk!, Let's protect Ukraine and the entire Turkic world, as well as a photo collage titled "Where Russia is, there is death and tears. Also in the summer of 2015, Rafis Kashapov was charged with "public calls for actions aimed at violating the territorial integrity of the Russian Federation, committed using the Internet." 2. On September 15, 2015, the Naberezhnye Chelny City Court of the Republic of Tatarstan found Rafis Kashapov guilty and sentenced him to three years in a general regime colony. On November 13, 2015, the Supreme Court of Tatarstan upheld the sentence.
