Case Description
Activist of the Artpodgotovka movement, Rafail Shepelev, went missing in Georgia on October 12, 2023. The next day after the activist's disappearance, information appeared on the website of the Sovetsky District Court of Vladikavkaz about the recognition of Shepelev guilty of petty hooliganism. First, Shepelieva was sent under administrative arrest for 15 days, and then she was escorted to a pre-trial detention center in Nizhny Tagil. The man was charged with participating in the activities of a terrorist organization and justifying terrorism. The reason for the criminal prosecution was certain posts by Shepelev on social networks. After the measure of restraint was chosen for Shepelev, he was transferred to the Sverdlovsk region. n April 2024, it became known that a medical commission recognized the activist as "incompetent at the time of committing the imputed acts, since Shepelev allegedly has a "chronic disorder" and "cannot realize the actual nature and social danger of his actions. On December 3, 2024, the Central District Military Court released Rafail Shepeliev from criminal liability and sent him for compulsory treatment.
