Case Description
On March 24, 2024, 51-year-old local resident Pyotr Zhurov was detained in the city of Sochi, Krasnodar Krai. He was taken to the Hostinsky District Department of Internal Affairs of Sochi, where a protocol on an administrative offense was drawn up under the article on disobedience to a lawful order of a law enforcement officer." According to police reports, the man, while in office No. 1 of the police department, refused to provide his personal data, present documents confirming his identity, and attempted to escape. On March 27, 2024, the judge of the Hostinsky District Court of Sochi, Olga Krizhanovskaya, sentenced Zhurov to 10 days of administrative arrest. After serving her sentence, on April 5, 2024, Zhurova was detained again and sent to administrative arrest for 10 days. Subsequently, he was detained and sent under arrest on similar cases of administrative offenses under the article on disobedience to a lawful order of a law enforcement officer at least 6 more times: on April 17, 2024, the judge of the Hostinsky District Court of Sochi, Krasnodar Territory, Konstantin Sidoruk, arrested Zhurov for 7 days (on April 16, 2024, at 20 hours 30 minutes, he allegedly refused to present identity documents, follow to the patrol car to the police station, tried to hide). On May 5, 2024, the judge of the Hostinsky District Court of Sochi, Grigory Leoshik, arrested Zhurov for 9 days (on May 4, 2024, at 00 hours 20 minutes, in response to repeated lawful demands by police officers to present identity documents and "sit down" in the patrol car, Zhurov refused and attempted to flee). 14 May 2024, Judge Grigory Leoshik of the Hostinsky District Court of Sochi arrested Zhurov for 10 days (on 14 May 2024, at 01:30, Zhurov refused to comply with the repeated lawful demands of police officers to present identification documents and to sit in the patrol car, and attempted to flee). On June 3, 2024, Svetlana Tkachenko, a judge of the Hostinsky District Court of Sochi, arrested Zhurov for 15 days (on June 3, 2024, at approximately 6:00 AM, Zhurov refused to show police officers his identity documents, responded with a categorical refusal in a rude manner, and tried to hide). On July 1, 2024, the judge of the Hostinsky District Court of Sochi, Vladimir Sidorov, arrested Zhurov for 15 days (on June 30, 2024, he rudely refused to present documents, pushed away a police officer, refused to proceed to the police station and sit in a service vehicle for this purpose, waved his arms, and tried to escape). On July 16, 2024, Vladimir Sidorov, a judge of the Hostinsky District Court of Sochi, arrested Zhurov for 15 days (on July 15, 2024, at 6:50, he rudely refused to present documents, pushed away a police officer, refused to follow to the police station and sit in a service vehicle for this purpose, waved his arms, and tried to escape)." In total, the man spent 140 days under "carousel" administrative arrests. After serving his last administrative arrest, the Sochi resident was charged with treason. According to law enforcement officials, Zhurov, being a shooter in a specialized group of a security outpost on the railway, in 2023 provided photo and video materials reflecting the locations of air defense systems to his acquaintance - an employee of the Ukrainian police, who has contacts with employees of the GUR of Ukraine. August 13, 2024, the court placed the defendant in the case in custody. 30 April 2025, the Krasnodar Regional Court found Petr Zhurov guilty and sentenced him to 12 years in prison with 1 year of restriction of liberty, to be served in a strict regime colony. The verdict was not appealed and entered into legal force.
