Case Description
In annexed Crimea in July 2022, the FSB detained 35-year-old St. Petersburg resident Petr Evgrafov. He was charged with attempted participation in an illegal armed formation. According to security forces, the man quit his job and, taking camouflage clothing and a first aid kit, went to Crimea with the intention of crossing the border into Ukraine. Before the trip, he completed an accelerated course in medical, tactical, and firearms training. It is alleged that Evgrafov supposedly maintained contact with militants of Ukrainian nationalist formations and planned to "join them to participate in actions, including sabotage and terrorist activities against the Armed Forces of the Russian Federation and civilians." The court placed the defendant in a pretrial detention center. Later, the charges against the St. Petersburg resident were reclassified to attempted state treason, and a second criminal case was opened — for aiding terrorism. According to the investigation, on July 17, 2022, in Simferopol, through a payment terminal connected to QIWI Bank, Evgrafov transferred 1,070 rubles to the account of a member of the organization "Crimean Tatar Volunteer Battalion named after Noman Celebicihan, recognized as terrorist in Russia. On February 17, 2023, the Supreme Court of the Republic of Crimea found Petr Evgrafov guilty in the state treason case and sentenced him to 5 years and 6 months of imprisonment in a strict regime correctional colony with restriction of freedom for 1 year, with the imposition of a compulsory medical measure in the form of compulsory observation and treatment by a psychiatrist on an outpatient basis at the place of serving the main sentence of imprisonment. On May 22, 2023, the Third Appellate Court of General Jurisdiction overturned the verdict and returned the case for a new trial. There is no information about the retrial. On April 4, 2024, the Southern District Military Court found Petr Evgrafov guilty in the terrorism assistance case and sentenced him to 8.5 years of imprisonment in a strict regime colony. Through partial addition, the court imposed a final sentence of 10 years of imprisonment with the first 3 years in prison and the remaining part of the term in a strict regime correctional colony, with restriction of freedom for 1 year. The court also ordered compulsory observation and treatment by a psychiatrist on an outpatient basis at the place of serving the main sentence of imprisonment. On October 16, 2024, the Appellate Military Court upheld the sentence without changes.
