Case Description
In May 2023, four young men were detained in the Novosibirsk region: 18-year-old Kirill Veselov, 17-year-olds Pavel Solovyov and Savely Ryapolov, and 19-year-old Viktor Skorobogatov. The young men were accused of sabotage committed by a group or by prior agreement, causing significant property damage. According to law enforcement's version, on April 23, 2023, the defendants in the case set fire to a relay cabinet on the Berdsk-Seyatel section near the Insovaya station. The young people allegedly received an order through a Telegram bot, and the action itself had to be filmed on video. Viktor Skorobogatov was also charged with arson of the Su-24 aircraft at the V.P. Chkalova May 8, 2023. Moreover, the next day, the authorities of Novosibirsk stated that there was no fire, and called the video of the arson a fake. For the duration of the investigation, the court placed all four young men in custody. On January 13, 2024, the Novosibirsk Regional Court found the defendants guilty and sentenced Savely Ryapolov to 7 years and Pavel Solovyov to 7.5 years in a general regime colony, Viktor Skorobogatov and Kirill Veselov received sentences of 5 and 6.5 years, respectively, with the first 3.5 years to be served in prison and the remainder in a strict regime colony. On April 14, 2025, the Fifth Appellate Court of General Jurisdiction toughened the sentence, increasing the terms for Kirill Veselov to 11 years, Viktor Skorobogatov to 10.5 years, Pavel Solovyov to 7 years 8 months, and Savely Ryapolov to 7 years 2 months.
