Case Description
On 23 June 2024, near Nizhnyaya Salda in the Sverdlovsk region, traffic police officers detained 45-year-old Pavel Melnikov, a resident of Novouralsk. He was taken to the local FSB office, where he was charged with participating in the activities of a terrorist organization and planning a terrorist attack. Correspondence with members of the Artpodgotovka movement, recognized as a terrorist organization in Russia, became the reason for criminal prosecution. According to the security forces' version, Melnikov planned to set fire to a sawmill in the region. The details of the charges are unknown. The defendant in the case was placed in the SIZO. September 9, 2025, the Central Military District Court found Pavel Melnikov guilty and sentenced him to 11 years in a strict regime colony.
