Case Description
On September 6, 2023, in Novosibirsk, officers of the FSB detained 17-year-old college student Pavel Bugai. He was accused of carrying out sabotage on transport infrastructure facilities with the aim of undermining the economic security and defense capability of the Russian Federation. According to the investigation, in the summer of 2023, Bugai agreed to an offer from a stranger on Telegram to commit arson for a reward. On August 25, 2023, on the stretch between the railway stations "Novosibirsk-Western" — "Ob, he struck a relay cabinet, putting it out of service. Next day, on August 26, on the same stretch he set fire to another relay cabinet. 3 September 2023 Bugai damaged a thermal cabinet with equipment of Tele2 Mobile LLC. The investigation believes that he acted on the orders of an unidentified person associated with the Armed Forces of Ukraine, who sent him coordinates and instructions. The defendant in the case was sent to a pre-trial detention center. On June 11, the Novosibirsk Regional Court found Pavel Bugai guilty and sentenced him to 5.5 years in prison in a general regime colony. The court also ordered the confiscation of funds received for carrying out sabotage acts into state revenue. On August 21, 2025, the Fifth Appellate Court of General Jurisdiction changed the verdict.
