Case Description
In the Belgorod region, at the end of October 2022, a criminal case was opened against a 58-year-old monk Ilarion (Nikolai Shatkovsky). He was accused of public calls for terrorism. According to the investigation, Shatkovsky ran social networks under the pseudonym "monk Ilarion" and posted videos on TikTok and Telegram calling for violence, including the murder of high-ranking state officials and law enforcement officers." In particular, he called for 'making shivs and taking Molotov cocktails and pouring them down the cops' necks', 'killing policemen', as well as 'killing kikes'. Shatkovsky also published posts against propaganda and in support of the Ukrainian Armed Forces. On October 26, 2022, the monk was placed in custody. On July 12, 2023, the 2nd Western Military District Court found Shatkovsky guilty and sentenced him to 5 years in a general regime penal colony. The verdict was not appealed and entered into legal force.
