Case Description

On December 21 in the Penza region at 22:20 on the 713th km of the stretch between Penza-2 and Penza-1 stations, unknown persons set fire to a traffic light relay cabinet. The next day, they set fire to the contact network equipment at Penza-2 station on the territory of the Zheleznodorozhny district of the city. Four local residents were detained on charges of arson: 18-year-olds Nikolai Porvatkin and Igor Moiseev, 16-year-old Danila Nikitin, and 24-year-old Ruzibo Polvonov. According to the investigation, the day before the arson, the men allegedly received an offer from a Telegram user named StarTony to set fire to relay cabinets for a reward. During the correspondence, the young men agreed to the offer of earning money related to forceful actions, property damage, and arson, and also received instructions on making an incendiary mixture and necessary conspiracy measures. On March 6, 2024, the Penza Regional Court found the defendants in the case guilty and, by partially combining the sentences, sentenced Danila Nikitin to 8 years in prison to be served in a correctional colony, and Nikolai Porvatkin, Igor Moiseev, and Ruziboy Polvonov to 11 years in prison each, with the first two years to be served in prison, and the remaining part of the sentence in a strict regime correctional colony. On July 1, 2024, the Fourth Appellate Court of General Jurisdiction upheld the verdict.
