Case Description
In Tomsk on November 10, 2022, around five in the morning near the military enlistment office on Frunze Street, police officers detained 36-year-old Mikhail Stepanishchev. According to the security forces, Stepanishchev tried to set fire to an announcement on a stand at the entrance to the military enlistment office. According to Mikhail himself, he had no intention of setting anything on fire - he only wanted to 'light a cigarette near the military enlistment office': 'It was extremely quick." I just flicked a lighter - I was already detained. Although I just wanted to light a cigarette near the military enlistment office, so you understand,' Mikhail said. After 24 hours, following interrogation by investigators from the Investigative Committee and the FSB, Stepanishcheva was released without being charged.
