Case Description
At the railway station near the village of Amerevo in the Kolomensky District of Moscow Oblast, on the night of July 20, 2024, an unknown individual broke into two relay cabinets and set them on fire. One cabinet was completely burned; the other failed to ignite.
A few hours later, law enforcement officers detained 24-year-old Maksim Solovkin, a resident of Kolomna, on charges of arson. A criminal case was opened against him for a terrorist act committed by a group of individuals by prior conspiracy.
According to the authorities, Maksim decided to join the “Freedom Legion of Russia.” He was provided with a contact who allegedly could assist him, and Solovkin was asked to “confirm his intention to join the legion” by setting fire to a relay cabinet. As soon as the cabinet burned down, FSB officers arrived at the scene and arrested the man.
The court sent the man to pretrial detention.
On October 2, 2026, the 2nd Western District Military Court found Maksim Solovkin guilty and sentenced him to 19 years in prison: the first 5 years in a prison facility, the remainder in a maximum-security penal colony.
