Case Description
On April 12, 2025, in Arkhangelsk, 21-year-old Maxim Shavarov, a student at the Northern (Arctic) Federal University, was detained. He was accused of committing a terrorist act that resulted in significant property damage. According to the investigation, Shavarin, acting on the instructions of an unidentified person, doused and set fire to four police service vehicles in the center of Arkhangelsk. As a result, three cars were seriously damaged, and one was completely destroyed. The damage amounted to more than 4.4 million rubles. Shavarin recorded his actions on a mobile phone camera. Later, the video recording was edited and posted on a pro-Ukrainian resource. The student himself explained that he committed arson under the influence of swindlers who first stole about 100 thousand from him. rubles, and then convinced him that to 'redeem his guilt' and avoid criminal liability, he must compromise the internal affairs bodies. The Lomonosovsky District Court of Arkhangelsk placed the defendant in custody. On August 28, 2025, the Northern Fleet Military Court found Maxim Shavarin guilty and sentenced him to 12 years of imprisonment to be served in a strict regime colony. December 1, 2025, the Appellate Military Court left the sentence unchanged.
