Case Description
Unknown person attempted to set fire to a military commissariat building in the Pervomaisky district of Vladivostok on the night of September 27, 2022. During a morning inspection, staff discovered a burned and melted plastic window. When they checked the cameras, it turned out that the previous evening, an unknown man first doused the window with a flammable liquid, then set it on fire and fled the scene. A second arson occurred in Vladivostok the following night, at 1 AM on September 28. An unknown person broke the window of a neighboring military commissariat building on Cheremushkovaya Street with a hammer and threw a plastic bottle with a flammable mixture inside. The windowsill and plastic window frame caught fire in the room, but as in the previous case, the fire was extinguished by their own efforts. Later, 43-year-old local resident Maksim Chishkovsky was arrested on suspicion of arson. Initially, it was reported that a criminal case was opened under the article on intentional damage to property, but in the end, the case was opened under the article on terrorism. Chishkovsky was sent to a pre-trial detention center by the court for the duration of the investigation. On June 29, 2023, the 1st Eastern Military Court found Maksim Chishkovsky guilty and sentenced him to 11 years in a strict regime penal colony. On October 30, 2023, the Appellate Military Court left the verdict unchanged.
