Case Description

On August 1, 2023, at 20:20 local time in Ulan-Ude, two unknown individuals threw Molotov cocktails at the building of the former military enlistment office in the Sovetsky district. As a result, the door caught fire. No one was hurt - the building had long been empty. On the same day, a 69-year-old pensioner, Lyudmila Tokareva, and a 34-year-old bulldozer operator, Andrey Arefyev, were detained on charges of arson. Criminal cases were opened against them for a terrorist act and both were sent to a temporary detention center until a measure of restraint was chosen. During the interrogation, Tokareva said that she had become a victim of fraudsters. Approximately a week before the arson of the military enlistment office, unknown individuals called her, introduced themselves as security service of Sberbank, and persuaded her to take a loan of 300 thousand rubles. Around the same time, fraudsters also contacted Andrey Arefyev. He gave them 100 thousand rubles. Scammers, posing as an investigator from the Investigative Committee, convinced Tokareva that she should help neutralize the gang that had deceived her and other residents of Buryatia. Andrey Arefyev will help her "catch criminals. Media reported that there was a third defendant, one Andrey B., nothing is known about him." On August 4, the Sovetsky District Court of Ulan-Ude appointed Tokareva and Aref'eva a prohibition of certain actions: they were prohibited from leaving the place of registration, going out of the house at night, and using the phone and the Internet. A week after being released from the IVS, Lyudmila Tokarey felt unwell, her blood pressure rose. She was home alone. Called an ambulance herself, she was taken to the cardiology department of the republican hospital. A day later, Tokareva died of a pulmonary embolism.
