Case Description

In late March 2023, in Pervouralsk, Sverdlovsk Oblast, an elderly woman twice attempted to set fire to a military enlistment office. The woman listened to commands on the phone, spilled flammable liquid on the porch of the military enlistment office, but the fire did not occur. When she tried to set fire to the porch for the second time, she was detained by police. The detained person turned out to be 73-year-old local resident Lyubov Shulina. He met with the correspondent a couple of weeks before Gershkovich was arrested on espionage charges. She needed to take part in a secret FSB operation called "Zeus, throw a "Molotov cocktail" into the military enlistment office to "scare the terrorists." "According to the pensioner, on March 30, scammers who introduced themselves as bank employees offered the woman to participate in a 'classified operation' in the building of the first-year military enlistment office." 4. On March 31, a man called her, introducing himself as an FSB employee with the surname Makarov. He told the woman in detail how to make a Molotov cocktail and asked her to set fire to it in the military enlistment office building to "scare the terrorists. The woman reported that she was unable to ignite the flammable mixture on the first attempt and went home, but an 'FSB officer' convinced the woman to complete what she had started and return to the military enlistment office. Initially, it was reported that Shulgin was charged with a coal case of attempted hooliganism by a group of individuals, but later the charge was reclassified to intentional destruction of property committed out of hooligan motives by arson or other dangerous method. It is unknown whether a preventive measure has been chosen. In addition to the criminal case, Lyubov Shulina incurred debts of half a million rubles — at the urging of fraudsters, she transferred 200 thousand rubles from her own savings to them and took out loans for another 300 thousand rubles in three banks. On January 24, 2024, Judge Tatyana Popova of the Pervouralsk City Court of the Sverdlovsk Region found Lyubov Shulina guilty and sentenced her to one and a half years of imprisonment with a probationary period of one year. In addition, the court ordered the seizure of the pensioner's phone, through which she received instructions for arson. The verdict was not appealed and entered into legal force.
