Case Description
In Kachkanar, Sverdlovsk Oblast, on May 1, 2023, two local residents, 24-year-old Konstantin Ivanov and 30-year-old Roman Zarovnyayev, were detained on charges of preparing a terrorist attack. According to the version of the security forces, the Kachkanar residents committed arson of a relay cabinet at a railway crossing. According to law enforcement, the Kachkanar residents were 'opponents of the special military operation' and committed a terrorist act with the aim of 'destabilizing the activities of the authorities of the Russian Federation and influencing their decision to cease the special military operation'. The Verkh-Isetsky District Court of Yekaterinburg sent both men to a pre-trial detention center. No later than August 2024, Roman Zarovnyayev died in the SIZO. The cause of death is unknown. On October 11, 2024, the Central Military District Court found Konstantin Ivanov guilty and sentenced him to 22 years in prison and 2 years of restricted freedom. He must serve the first 5 years in prison, and the remaining sentence in a strict regime colony. The case against Roman Zarovnyayev was terminated by the court due to the death of the defendant. On July 14, 2025, the Appellate Military Court left the verdict unchanged.
