Case Description

In annexed Sevastopol, no later than November 2023, a criminal case was initiated against a 29-year-old local resident, Konstantin Gorpinchenko, on charges of confidential cooperation with a foreign state to the detriment of the Russian Federation and an attempt at a terrorist act. The exact date of detention is unknown. According to the version of the Russian security forces, on September 11, 2023, Gorpinchenko sent an email to the official address of the Ukrainian Security Service expressing his desire and willingness to cooperate confidentially." Between September 11 and October 31, 2023, an alleged SBU employee contacted Gorpinchenko and offered confidential cooperation by carrying out various assignments, including the arson of two railway relay cabinets. It is claimed that Gorpinchenko "conducted surveillance, photography, and video recording of a section of the railway, and sent the materials to the aforementioned employee." 5. After that, he purchased components for the manufacture of a homemade incendiary mixture and manufactured it at his place of residence. During the night of October 31, 2023, a man, having taken with him the aforementioned bottles with homemade incendiary mixture, arrived at the scene to set fire to two railway relay cabinets, but was detained by FSB officers. The court placed the Sevastopol resident in custody for the duration of the investigation. 9 January 2025, the Southern Military District Court found Konstantin Gorpinchenko guilty and sentenced him to 11 years in a strict regime penal colony, with the first 3 years to be served in prison. June 30, 2025, the Appellate Military Court left the sentence unchanged."
