Case Description
In Moscow on July 14, 2025, Kirill Kostygov, a 30-year-old native of Ukraine, was detained. The detention was carried out by employees of the FSB's Anti-Terrorism Center at the MAP "Domodedovo. A protocol on an administrative offense under the article on petty hooliganism was drawn up against the man. According to reports from law enforcement, Kostygov, while in a public place, used crude obscene language and behaved provocatively. Later that day, Judge Oksana Cherepovskaia of the Preobrazhenskii District Court of Moscow sentenced Kostygova to 15 days of administrative arrest. Following the completion of his sentence, on July 29, 2025, Kostygova was detained again and an analogous administrative offense report for petty hooliganism was drawn up against him. Perovsky District Court of Moscow arrested the man for another 15 days. On August 13, 2025, upon leaving the detention center, Kostygov was detained for the third time. The next day, on August 14, the judge of the Preobrazhensky District Court of Moscow, Oksana Cherepovskaya, sent him under administrative arrest for another 15 days under the article on petty hooliganism. After serving his sentence, Kostygov was detained on charges of treason. The reason for the criminal prosecution was money transfers to Ukraine. The details of the charges are unknown. The court placed the man in a pre-trial detention center.
