Case Description

In the city of Artyom in the Primorsky Krai, early in the morning of September 28, 2023, unknown individuals attempted to set fire to the military enlistment office building on Frunze Street—they threw two bottles with an incendiary mixture at the enlistment office, one of which hit a window on the first floor. As a result, the flame briefly engulfed the window frame and soon went out. At the scene, three glass bottles with flammable liquid and a plastic box were found. The next day, on September 29, two local residents were detained on charges of arson - 51-year-old Roman Lozovoy and 31-year-old Kirill Getman. According to the investigation, Lozov, who opposed the war in Ukraine, was contacted by an unknown person who offered him money to set fire to a military enlistment office. Since The man has a limp and it was physically difficult for him to set the fire himself, so he involved his acquaintance Getman in this. A criminal case was opened against the men for a terrorist act committed by a group of persons by prior conspiracy. The court sent them to the SIZO. No later than November 8, 2024, the Pacific Fleet Military Court found the defendants guilty and sentenced Roman Lozovoy to 14 years of imprisonment, two of which he will spend in prison, and the rest in a strict regime colony, while Kirill Getman was sentenced to 13 years of imprisonment, taking into account a previous sentence (six months conditionally under the article on drugs). He will also spend two years in prison, the rest of the sentence in a strict regime colony. On March 5, 2025, the Appellate Military Court upheld the sentence.
