Case Description
In the Tver region, no later than November 2025, a criminal case was opened against Khurshed Rajabov, a 36-year-old citizen of Tajikistan with a previous criminal record. He was accused of justifying terrorism. According to the investigation, Rajabov, serving a ten-year sentence in Correctional Colony No. 6 in the Tver Region, made a black cloth with ISIS symbolism and wrote a text justifying its activities. During several months, he allegedly had religious conversations with other prisoners, positively evaluated the actions of members of a terrorist organization, and demonstrated a homemade flag and manuscript to his cellmates. There is no information about the measure of restraint. On January 29, 2026, the 2nd Western District Military Court found Khurshid Rajabov guilty and, taking into account the unserved part of the sentence under the previous verdict, the court finally sentenced him to 4 years and 8 months of imprisonment in a strict regime colony.
