Case Description
In the Kursk region in January 2025, a criminal case was initiated in absentia against Paraguayan citizen Jorge Adrian Lugo Jimenez on charges of mercenary activity and committing a terrorist act by a group of persons by prior conspiracy, resulting in significant property damage. According to the Russian investigation, Lugo Jimenez took direct part in the armed conflict as a mercenary on the territory of the Russian Federation. In December 2024, a Paraguayan, armed with automatic and large-caliber firearms, using explosive devices, as well as military equipment, illegally crossed the state border of the Russian Federation and invaded the territory of the Kursk region. In order to intimidate the population, cause significant property damage, and destabilize the activities of government bodies, Lugo Jimenez committed crimes against the civilian population. July 16, 2025, the 2nd Western Military District Court found Jorge Adrian guilty and sentenced him to 24 years in a strict regime colony (first 5 years in prison). Appeal on October 10, 2025, the sentence was changed without changing the qualification in an unknown manner. Jorge Adrian Lugo Jimenez is wanted.
