Case Description
In Nova Kakhovka, in the occupied part of the Kherson region, no later than May 2025, 27-year-old local resident, Ukrainian citizen Ivan Tkatsky, was detained. He was accused of attempting to commit a terrorist act as part of a group of persons by prior conspiracy. According to the FSB, Tkatsky planned to blow up a local resident who holds an active pro-Russian position and provides assistance to Russian military personnel. According to the investigation, the defendant planned to carry out a terrorist attack using a homemade explosive device, which was delivered to a cache using a drone. The device consisted of 660 grams of TNT and 2.4 thousand damaging elements. Operatives detained Ivan Tkatsky during the seizure of a bomb from a cache. For the duration of the investigation, the defendant was sent to a pre-trial detention center. On December 24, 2025, the Southern Military District Court found Ivan Tkatsky guilty and sentenced him to 11 years in a strict regime penal colony.
