Case Description
In the city of Rtishchevo, Saratov region, in the fall of 2023 (the exact date is unknown), a criminal case was initiated for incitement to voluntary surrender to captivity against 31-year-old local resident Ilya Usoyan. According to the security forces, the man in an online correspondence "called on his acquaintance, who had signed a contract" with the Ministry of Defense "and was serving in the zone of the special military operation in Ukraine, to voluntarily surrender to the captivity of the Ukrainian Armed Forces." 5. Usoyan was chosen a measure of restraint in the form of detention. 21 May 2024, the Rtishchevsky City Court of the Saratov Region found Ilya Usoyan guilty and sentenced him to 3.5 years in a general regime penal colony. The verdict was not appealed and entered into legal force.
