Case Description
At the airport in Mineralnye Vody, Stavropol Krai, on January 28, 2023, around six in the evening at the arrival checkpoint from Yerevan, FSB officers detained 21-year-old Ilya Ukrainsky, a native of Irkutsk and a student at Irkutsk National Research Technical University, as part of an operational search activity to uncover espionage and identify and expose the activities of illegal armed formations. According to the security forces, Ukrainian refused the FSB officer's demand to stop filming, after which two mobile phones were confiscated from Ukrainian. An administrative offense report was drawn up against the young man under the article on disobedience to a lawful order of an FSB officer in connection with the performance of his official duties. On January 29, 2023, Judge Yana Melnikova of the Mineralnye Vody City Court sentenced Ukrainian to 15 days of administrative arrest. After the administrative arrest, on February 12, 2023, Ukrainets was detained again and a protocol on an administrative offense was drawn up against him under the article on petty hooliganism. According to the police, the man used crude obscene language, 'thereby showing clear disrespect for society.'" The next day, on February 13, Judge Ivan Kazanchev of the Mineralnye Vody City Court of the Stavropol Territory sentenced Ukraintsev to another 15 days of administrative arrest. Ukraintseva was detained on February 27, 2023, on charges of "confidential cooperation with a foreign state." "3. The court placed the young man in custody during the investigation. On August 23, 2024, the Stavropol Regional Court found Ilya Ukraintsev guilty and sentenced him to 6 years in a strict regime colony. The court also sentenced Ukraintsev to 1 year of restriction of freedom.
