Case Description
In the Ivanovo region on January 24, 2025, a criminal case was initiated for financing extremist activities against 31-year-old local resident, architect Ilya Shkalikov. According to the investigation, on August 5, 2021, Shkalikov subscribed to donations to the Anti-Corruption Foundation (FBK), and over seven months 3,500 rubles were deducted from his account. On September 23, 2025, the investigator chose a measure of restraint for Ilya Shkalikov in the form of a written undertaking not to leave and to behave properly. On the same day he was put on the wanted list, and on October 20, 2025, he was put on the international wanted list. On October 22, 2025, the Frunzensky District Court of Ivanovo changed his preventive measure to detention for two months from the moment of detention or extradition to the territory of Russia in absentia.
