On April 14, 2023, in Kaliningrad, a 19-year-old Ukrainian citizen, student Ilya Gibeskula, was detained. He tried to leave for Poland through the Kaliningrad region, but Polish border guards refused to let the young man through; he was detained by Russian border guards. The next day, a protocol on an administrative offense of petty hooliganism was drawn up on Gibeskul. According to the version of the security forces, on April 14, 2023, at around 23:50, Gibeskul, being in a public place near house No. 11 b on st. Lukashova in the city of Kaliningrad, used rude obscene language, did not respond to remarks from citizens, violating public order and expressing obvious disrespect for society."
