Case Description
On January 8, 2025, in the Yaroslavl region, 40-year-old Ilya Bychkov, a resident of the city of Gavrilov-Yam, was detained. During the search, his mobile phone was confiscated. A criminal case was initiated against him on charges of preparing a terrorist attack using hazardous chemical substances and calls for extremism. According to the FSB, the man was detained after he allegedly took two containers with dangerous chemical substances that cause burns to the respiratory tract with a possible subsequent fatal outcome from a cache equipped by Ukrainian special services, which he planned to pour into the air ducts of cars of employees of the defense industry enterprise. On camera, the defendant in the case with a blurred face read out a text that he had posted posts on social networks expressing dissatisfaction with the current authorities, as well as wrote in posts calls to stop the "special military operation" in Ukraine and the destruction of FSB and Ministry of Internal Affairs employees, and in December 2024, a representative of Ukraine allegedly wrote to him on Telegram with a poisoning plan under the nickname "Great Warrior of the Corps, on whose orders for 10 thousand. He 'conducted reconnaissance of the parking lot area' for rubles, and then asked to 'send poison for use.' The address of the drop-off was sent to him on January 8, 2025. The court sent the man into custody. Ilya Bychkov's criminal case was received by the 2nd Western Military District Court on October 14, 2025, and it became known from the case file that he was additionally accused of treason. However, on 28 October, Judge Sergei Krivosheev decided to return the case to the prosecutor's office, as the indictment was drawn up with violations of the law. His case was again heard by another judge on November 18, 2025, and on December 17, he was found guilty but released from criminal liability with the application of compulsory medical measures.
